The Venezuelan Government has issued a list of "Prioritary Items" for import. These import items have access to foreign currency through CADIVI (Government body in charge of regulating foreign currency) at the official rate of Bs. 2.150 per US $.

To obtain foreign currency for all other import items, CADIVI requires that the importer present a certificate of "National Non Production or Insufficient Production" issued by the Ministry of Light Industry and Commerce (MILCO) certifying that said item is not being produced or is insufficiently produced in the country.
