The Minister of External Relations
Of the Bolivarian Republic of Venezuela

Caracas 12 July, 2006

Excellency,

In the name of the Government of the Bolivarian Republic of Venezuela , of the Venezuelan people and on my own behalf, I wish to convey the sincerest condolences for the savage attacks of which your compatriots have been victims.

The criminals wanted to wound India in its very heart; so they chose Mumbai and the busiest hour of the train to perpetrate the cruelest actions.

To try to impose one's point of view through anguish and undue grief, is the most despicable form of struggle that can be conceived, since it concerns the ordinary person: the man who travels to work, the woman who goes shopping, the child who goes to school.

Those peoples who believe in human dignity and liberty, join together to decry and condemn terrorism without any reserve. The Bolivarian Republic of Venezuela has made strong condemnatory declarations in the United Nations and in all international fora in respect of such barbarous goings on, and advocates that justice has nothing to do with such irredeemable traffickers of hate who attack indiscriminately and flee after spilling the blood of innocents.

All the more since it is a brother country, I sincerely regret that such dimensions of savagery have come about in the beautiful Mumbai.

Please receive my salutations of friendship, and those of my highest consideration.
